| This paper presents a survey of information relating to the marketplace for cybersecurity insurance, including the current state of the market, challenges to the development of the market (in particular, the concern over the lack of historical data regarding cyber-related losses) and the potential role that government may play in the development of the market through policy positions and public-private partnerships. The development of a robust and effective cybersecurity insurance market is important in that it will help organizations to mitigate losses that may otherwise prove extremely damaging and costly as well as provide incentives to those organizations to implement effective cybersecurity measures in order to qualify for such insurance. Moreover, these protections and incentives are expected to prove beneficial to society at large as efforts continue to address the risks and perils presented by cyber risk. Recommendations are suggested for the benefit of insurers, potential and existing insurance clients and purchasers as well as government policymakers and organizations |
