With the economic development under the background of globalization, the gap between urban and rural areas in Taiwan is widening, and Taiwan is faced with such problems as the relocation of the population of the towns and cities, the suspension of local construction, and the loss of vitality in local regions. Nowadays, regardless of the central, local, and non-governmental organizations, all of them start to actively invest in the tourism activities with the local cultural characteristics and promote the growth of local regions through the artistic cultural tourism activities.Regarding the use of art festivals to promote the growth of local regions, the focus has been shifted from the business level to the local society level, adding a deeper layer of ecological and cultural meaning. The principle of "Regional Revitalization" is to create a symbiosis with local regions and nature, and promote sustainable development. Using the methods of design, thinking, and innovation, and taking advantage of local characteristics and local cultural networks, the unique local festival activities are developed to create employment opportunities, vitalize the local economy, expand the tourism and cultural creation industry, and fuel the trend of young people returning to the countryside to start up business.The purpose of this study is to explore the Lovely Taiwan Foundation the "The Chishang Autumn Harvest Festival", a case study of the development of art festival based on the idea of regional revitalization in Taiwan. The study uses the cultural regeneration theory put forward by Smith (2004) to explore the multi-facet of planning an art festival, and adopts the theory of using art as the public value in local regeneration put forward by Holden (2004) to conclude the social impact, function and cultural phenomenon of art festival under the regional revitalization. The study takes the regional revitalization as the direction, and uses the topics of the "local resources", "local relations", "thematic ideas", "art forms" and "future development" to make in-depth interviews with the "local residents", "curators", and the "public units". Based on the above framework, the study discusses the link between the art festival and local regions, concludes the key factors for the successful tourism industry, and finally integrates the results of the above-mentioned research to proposes the mode of operation of and recommendations for the "arts festival under regional revitalization".Keywords: regional revitalization, cultural regeneration, art festival, Chishang Taitung, Lovely Taiwan Foundation
