Effectively managing and researching employee accountability manifest in public organizations are required in that it can significantly influence the workforce including public performance. Research on employee accountability implies an examination of accountability at the individual level, namely one's own accountability for actions. However, previous literature has rarely conducted theoretical and empirical research about public employee accountability because of the absence of a valid measure. My dissertation answers these three questions: 1) how can public employee accountability be measured, 2) how effective are the accountability-inducing practices on public employee accountability, and 3) what is the effect of the public employee accountability on job performance. This dissertation's analysis on employee accountability is distinguished from prior research that has focused on organizational accountability, in that it looks at whether and how public employees internalize rules and expectations from external sources. The dissertation first provided a detailed review on theoretical sources of employee accountability that previous literature has not covered. Five dimensions (attributability, observability, evaluability, answerability, and consequentiality) were discovered to contribute to an overall construct of employee accountability. Based on the conceptual bases of employee accountability and scale construction procedures including focus group interviews, this dissertation developed a higher-order factor measurement model for public employee accountability. An original dataset fairly representing the population of U.S. public employees was built. Confirmatory factor analysis and a series of validity tests confirmed a reliable and valid measure (five dimensions - 18 indicators) for public employee accountability. The dissertation found through structural equation modeling that public employee accountability positively influences job performance (efficiency, responsiveness, and reliability aspects). The dissertation also found by applying vignette experimental methodology that organizational accountability positively affects public employee accountability. In conclusion, the new measure for public employee accountability developed for this dissertation ensured the construct (convergent, discriminant, and nomological) validity
